Eligibility & Enrollment Compliance with State Rules & Laws

Novus SMART Academy (K-8) is committed to ensuring a fair, transparent, and efficient enrollment process. To achieve this, the school will utilize the SchoolMint Enrollment System, a comprehensive platform designed to manage applications, conduct enrollment lotteries, and streamline the entire enrollment process. Below is a detailed narrative explaining how Novus SMART Academy will receive and process enrollment applications, as well as conduct its enrollment lottery in alignment with T.C.A. § 49-13-113, T.C.A. § 49-13-106, and SBE Rule 0520-14-01-.04.
 
Statement of Commitment. Novus SMART Academy (K-8) is committed to providing a safe, orderly, and academically rigorous learning environment in which all scholars have full and fair access to educational opportunities. In alignment with our mission and vision, we ensure that every scholar and employee is treated with dignity and respect. We also provide equal access to our programs, services, and activities and administer our policies in a fair and consistent manner.
 
Non-Discrimination. Novus SMART Academy does not discriminate on the basis of race, color, national origin, ethnicity, ancestry, citizenship status, sex, gender, religion, creed, disability, age, genetic information, veteran status, or any other status protected by federal or state law. This policy applies to all aspects of school operations, including admission, enrollment, academic programming, instructional practices, special education services, extracurricular participation, athletics, employment practices, compensation, contracting, discipline, and family engagement activities. No student, applicant, employee, parent, or community member shall be denied participation in, denied the benefits of, or subjected to different treatment in any school program or activity on the basis of a protected characteristic.
 
Equal Access to Programs and Services. Novus SMART Academy affirms that access to education is foundational to student success. We ensure that:
  • All scholars who meet enrollment requirements are provided access to the full academic program.
  • Students with disabilities are provided services and accommodations in accordance with applicable federal and state laws outlined in their Individualized Education Program (IEP) or 504 Plan.
  • Students identified as English learners are provided services and accommodations in accordance with applicable federal and state laws outlined in their Individualized Learning Plan (ILP). Families whose primary language is not English are provided reasonable language assistance to ensure meaningful participation in school communications and activities.
  • Disciplinary procedures are applied consistently and in accordance with our Student Code of Conduct.
  • We will periodically review enrollment practices, student outcomes, and employment procedures to ensure policies are implemented fairly and consistently.
 
Harassment and Retaliation. Harassment based on any protected characteristic is prohibited. Harassment includes conduct- whether verbal, written, visual, or physical- that interferes with an individual’s ability to participate in or benefit from school programs or employment. Retaliation against any individual who reports discrimination or participates in an investigation is strictly prohibited. Any substantiated act of retaliation will result in corrective or disciplinary action.
 
Reporting and Investigation Procedures. Individuals who believe they have experienced discrimination or harassment are encouraged to report concerns to our Executive Director or the designated staff member. Reports may be made verbally or in writing. Upon receipt of a complaint, we will promptly review the matter, conduct an impartial investigation, and take appropriate corrective action where necessary. We will maintain confidentiality to the extent permitted by law and ensure that all parties are treated fairly during the review process.
 
Accountability. Violations of this policy by employees may result in disciplinary action up to and including termination. Violations by students will be addressed in accordance with our Student Code of Conduct. Contractors or volunteers found in violation may have their relationship or partnership terminated. Our Board of Directors will maintain oversight responsibility for ensuring compliance with applicable civil rights laws and for reviewing this policy annually.

Our Services

Application Receipt and Processing

Novus SMART Academy will publicly announce the opening and closing dates of the enrollment application period through multiple communication channels, including the school’s website, social media platforms, local newspapers, and community outreach events.The application cycle will begin on October 1, 2026. The application cycle will close on February 1, 2027, should we meet/exceed our 150% application goal.

 

Applications will be accepted electronically via the SchoolMint Enrollment System and in paper form at the school’s administrative office to ensure accessibility for all families. Families must submit a completed application form, including the scholar’s name, date of birth, grade level, and parent/guardian contact information. Proof of residency within the school’s designated service area will also be required to verify eligibility. Upon submission, families will receive a confirmation of receipt via email or a printed acknowledgment for in-person submissions. The SchoolMint Enrollment System will maintain secure, organized records of all applications, ensuring accurate tracking and reporting.

Tuition and Financial Aid Information

Novus SMART Academy is a tuition-free, public charter school serving grades K-8. Just like traditional public schools, we do not charge families any tuition to attend. As a public charter school, we have the flexibility to create a unique, high-quality learning experience while still being held to high academic and operational standards at absolutely no cost to families.

Enrollment Lottery Plan & Post-Lottery Notification

Novus SMART Academy (K-8) will notify all applicants of the date, time, and location of the lottery at least one week in advance. The lottery will occur fifteen weekdays after the application closes on February 1, 2027. Scholars’ names will be randomly selected for each available seat. Notifications will be sent to scholars and families about the lottery via email, posted on the school’s website and shared on social media, and through the United States postal services by March 5, 2027. The lottery will be conducted within 30 days of the application deadline to comply with state regulations.

Lottery Procedures & Preference Categories

The lottery will be held publicly and livestreamed to ensure transparency. The SchoolMint Enrollment System will be used to randomly assign numbers to each application and determine the order of selection.

Continuous Improvement

Novus SMART Academy (K-8) will conduct an annual review of the enrollment process to identify areas for improvement and ensure continued compliance with state laws and best practices. Feedback from families and stakeholders will be solicited to enhance the efficiency and fairness of the system. This robust enrollment and lottery process reflects Novus SMART Academy’s commitment to access, transparency, and excellence in serving our scholars and their families.
